Start a new RGB image. The size doesn't matter and fill it with darkish (but not too dark) gray.
Click on the channels pallet and create a new channel. Click on the airbrush icon in the tool box and set the pressure to 5 in the options box.

Move the airbrush all over the image, but try not to fill it all in and leave some areas darker then others.

Choose Filter > Artistic > Pallet Knife and set the stroke size - 50, stroke detail - 3 and softness - 10. Click OK
Not click back onto layers and choose Filter > Render > Lighting Effects. The settings I used were:
  • Intensity - 21
  • Focus - 69
  • Gloss - 0
  • Material - 69
  • Exposure - 0
  • Ambience - 8
  • Texture Channel - Alpha 1 (#1)
  • White is high - Unchecked
  • Height - 31
Click OK
That's it... Try changing lighting to get different effects
